So can we only assume that most networks having apathy in voting, are hoping to work with this agency or merchant one day. By not voting or not thinking this wrong, can one assume the opposite?

We are aware this does not sit well with the culture of affiliate marketing and has exacerbated the bad feeling from affiliates.
