Your best bet with AdWords support is always to send an email through the contact us button in your account. Outline your problem clearly and concisely and you should get a response within 2-3 working days, max. I have never waited longer than that but if you do, the email may have got lost in the system so try again.

Your ads will always get paused and show no impressions at some stage. Every ad gets a manually review after a certain number of impressions. It may be paused for 48 hrs but sometimes for me it has been a week or so. I have found the best way to minimise the downtime is just to send a polite email in the manner specified above as soon as you notice the impressions hit 0 (or give it 6 hrs or so to make sure it's not just a lag in the reporting system).
