I just downloaded Avant and the TD "_blank" links are blocked. This is a decision by Avant. The blocked urls are shown in Tools -> Avant Bowser Options... -> Popup Blocker -> Black List.

I can't see many users using Avant. It is just a skinned version of IE so I would think most users looking for an alternative to IE would be better served by Firefox or Opera.

So its not 'TD Links will be blocked if open in New Window, unless the users do not use any pop up blockers.' but 'One low profile popup blocker blocks them'.
