Hello Helen,
I can't recommend any specific sites for list purchase as we're still in the market ourselves, but I may be able to offer something in terms of a strategy.
We don't buy lists as such, as generally we've found they're very hit and miss, what we do instead is approach a supplier who will allow us to pick and choose our own list from a database according to criteria such as SIC code or region. If you're looking at targeting corporates then you can drill down further to organisations that made a profit in the last 12 months, or number of employees, just for example.
It does depend a little on you knowing precisely what type of person you want to target and it is geared much more toward corporates, but that might be what you're after!

If you are after prospect data then it could take the form of profiled 'cold' email data on a one-off mailing usage or data capture via surveys etc (which you keep). Either way there is a huge amount of difference in quality dependent on individual supplier, all of which (as Alex pointed out) needs to have a sound strategy behind it to produce results. Ultimately the best way to evaluate any 'cold' email is in relation to how existing customer comms work and ensure you apply as far as possible the same techniques & targeting
