I would hope this is the case - however it is VERY likely that even if this app doesn't do it, one will come along that does and that will be devastating IMO.
If merchants are made aware of this and some choose to accept it, I very much expect I would stop working to promote those merchants in any way as it won't be worth my time.

To reiterate, a number of networks have had initial discussions with the IAB AMC about the issues involved and also potential regulation that may need to be issued.
This is very much in early stages of discussion so I don't have anything further to add but I would encourage any affiliates who'd like to come and express their opinions to do so.
The next meeting is towards the end of May in central London. Alternatively I'm sure Matt Bailey of i-Level, the AMC chair, would be pleased to accept any comments, suggestions and feedback.

Doesn't My Voucher Codes already have a toolbar that does this? ...

Yes they have (or did have), and so do a few other voucher code directories.
I notice that MVC have removed the links to it from their website though - I can only imagine the reason behind its removal was because they had a stern talking too from someone as they never normally act/remove anything else unless financially threatened.
The only way I can see that the voucher toolbars are against any rules is that they often flash with 'discount available' even if one is not.
None of the toolbars either rebate or voucher directory plant a cookie - they just take you to the page on the sponsor site.
I don't think its unfair for any affiliate to use these toolbars as there is a level playing field - toolbar creation is available to any affiliate. Dont get jealous just make your own community and toolbar.

I believe a lot more merchants will do the same when they realise all the underhand methods that are being used to rob them of commission on sales they already have, wake up merchants it could be time to back control of your margins.

Interesting to read the feedback - you can tell who has a vested interest in toolbars being allowed.
From my stance, I don't buy them - if I were a merchant, would I be a part of this - short answer - no.
I think this is a case of merchants not quite understanding what is happening and affiliates taking advantage of that fact.

As for voucher 'toolbars':
We have recently launched "Vouchers.Im Indicator" as a Firefox Add-on and receiving plenty of good feedback from our website users.
This tool is as pure as a newborn can be.
Everyone who've chosen to install it knows they can sleep well without a fear of missing discount codes. It is really useful for a consumer and we do not earn one extra penny out of it: when customer opens vouchers page all codes are displayed in a clear text, not hidden, affiliate cookie is not planted -- a win/win situation for everyone.. except us! I just hope we find a way to monetise this when it gets big.
