Even if this comes into force in the way that's being described there are plenty of ways to get around this from the technical side of things so I really wouldn't worry too much guys!
so is the plan to enforce this for a) EU users visiting any site or b) EU hosted sites?
I know a) sounds ridiculous but the whole thing sounds ridiculous to me

Problem is not that we can develop non-cookie tracking, it's the principle at stake. What do you think will happen if the EU scares us all off cookies then finds we're using 'other methods' to track users? Quietly applaud our ingenuity or come back at us fists swinging?
I doubt in the end that it will come to much, but the fact is it's coming into law and we're going to have to rely on the munificence of our next government to not cause us all a huge headache.

Also - a lot of checkouts will fail without cookies enabled......

If this is to happen (Which I dont think it will). We will see other ways around it, cookieless tracking or template/white label solutions cropping up in every industry.

Two words though, who cares?...
This comes from the EU, one of its members being Italy where they want all blogger's licensed by the state :tup. While the EU is busy trying to control the internet and hold it back the rest of us are using it to earn our living and create jobs/wealth.
The EU and its more freakishly backward members states come up with random "were gonna regulate everything internet related" news items every once in a while.
Its all hot air..... they cant stop the internet and they know it so they bull**** about regulation and litigation. Personally i find it a pleasurable experience watching a massive government organisation when its scared! Long may it continue!
so how would this work in practice anyway. Internet Explorer to be rewritten for the EU?
Bring on the referendum and lets get out - Wouldn't it be wonderful
Read on a recent blog post something which kinda made me realise why not everyone is up in arms.
The EU paper is a DIRECTIVE and not LAW. This means that whilst certain aspects can be chased by the law makers, it is advice and best practice as opposed to a written law therefore there is no clear distinction between right and wrong, instead a ruling in which the EU thinks it knows what it is talking about but which no one (generally) is likely to follow...
