Quite long but worth the read.
When algorithms attack, does Google hear you scream? ? The Register

Articles like that make me wonder wether being involved in this industry is viable in the long term, especialy when theres one dominant search engine that can decide your fate at a flick of a switch.
I received a generic booklet from Google a while back which pretty much instructed me how to design a website for a good user experience.
Now this booklet wasn't the result of a personalised analysis of my website. The authors didn't track my current users behaviour or ask them any questions. No specific market research was done to determine the best site design.
However the message was simply 'this is how an ecom website should look and work'. The problem with Google seems to be that their opinion is what counts, nobody elses. The tone of the article seems to suggest many people feel this is the case too.
Wind your neck in Google and get back to being a great search engine.
I guess it's "Adapt or Die" with Google. More reason to create a few sites using different methods of promotion just in case the axe falls on something you're doing.

The idea that the Google 'how to' book (or any other official 'how to' by Google for that matter) is even remotely connected to the algorithm is a risky supposition.
The book is marketing, simple.
The people who wrote the book will have no clue whatsoever on the workings of the algorithm. In fact the guys who tweak the algorithm won't know how it works.
The thing has had years to become so complex that it can only be observed at the end result level. Do a few changes interally and observe. If it gives results in the right direction, then beta, then roll it out across the live index. Almost abstract programming.
Its not like going into your site and fiddling about with a few <h> tags.
