I came accross this last week and I have found it to be an excellent tool for expanding an existing list of keywords.

It doesn't provide keyword suggestions, but rather allows you to make up many combinations of keywords by putting words in phrases in different orders.

It is particularly helpful to Google Adwords users as it allows you to put [ ] " " around keywords, for the broad matching tools.
