Affiliate program for offline sales???

Hi,

I am about to launch a site offering dental services. I want to set up an affiliate program but unfortunately the sales require a client to submit an x ray, recieve a quote then pay.

This means payment is completed offline and cant be tracked traditionally. I contacted some of the big networks to see if there is a workable solution for me to set up an affiliate program. most didnt respone and the few that did couldnt help.

Does anybody know of an affiliate network for offline sales?

I'm pretty sure Performance Horizon and Impact Radius can do this - have you tried them?
