Anyone know of any good software for creating an affiliate network, the only catch it needs to be very cheap or free.

I am looking at creating an affiliate network for some local businesses (South Wales), they have typically never sold online, and budgets are very tight to start with.

The software doesn't need to be all singing and dancing, as long as it can sign up different merchants and affiliates and track sales, only require sales tracking, not leads.
