On clicking refresh, the PR sometimes reverts back to what it was (as is normal when it's updating).
Secondly, I've got a new site with very few links going to it (all internal) and it's come out with a PR6, which simply isn't possible (as where the links are coming from, also list three other sites in every instance of the link, and the other three sites haven't gotten a PR6, and they have other backlinks too), so am not convinced things are quite right

No one knows for sure but the general concenus seems to be that PR is a dead duck and really doesn't play the part many think its does in the overall ranking of a web page. It's even been rumoured that Google has been stringing along the SEO community for a long time by suggesting in the first place that PR was the be all and end all when it has always been anything but.
Google are keeping quiet on the subject and most forums I visit seem to recognise that at the moment the single biggest factor in ranking highly is lots of inbound text links with keyword rich anchor text, with unreciprocated links being the most significant.

no its just changed to be a more "sensative" version of PR.

And the speaker was telling us that Google was looking at whether the inbound link was relevant to your genre.
E.g if you have a competition site, an inbound link from another PR6 competition site is worth more than an inbound link from a PR6 finance website (if that makes any sense).
Oh yes, 'theming' or 'community linking' is becoming quite fundamental now, but not the be end or end all of the mix, but a part of many considerations for ranking a site, IMO.
