Vision2learn states that it is free as long as a person is 16, resident in england and Has been ordinarily resident in the EU/UK for 3 years or more, as long as this residency has been for purposes other than full-time study.
But what if the person interested is not a resident of england? what will the fees be then?

At this current time, we are unable to facilitate those other students you mention, therefore there are no fees or commissions available.
The company are trying to extend the offer to Wales and Scotland residents, but it is all down to funding (you may have read or worked out that the Learning and Skills Council indirectly fund the courses via a college near to the prospective student) and you may already know that Scotland favoured using their budget on providing HE students 'grants' as apposed to 'loans' in England, therefore not having any further funds for offering free FE learning such as this.
We are 'collecting' the information from those who do not fit the criteria upon registration, and we propose that if there ever does come a time that we can service those not currently fitting the criteria, then we will aproach those referrals from affiliates and if they come back to us, we will back date the affiliate's commissions. I guarantee this (not to mention that the program is on a 999 day cookie anyway, so any further actions on the site, providing the tracking has been put in place, which it certainly would be, should be tracked automatically anyway, if I understand POR's technology correctly).

I'm looking for distance learning programs that are provided for people around the globe.
I'm not from the United Kingdom nor the States, therefore I'd prefer if my website can recommend distance learning programs that cater to people around the world.
I was hoping that Open University UK or some other UK Online University/colleges offer affiliate programs.
As we're unique in being able to offer a commission on courses that are totally free to the end user, I wouldn't be at all suprised that we offer the highest earning oppportunity per click in our field and it would be a shame to totally discount our program for that reason alone.
Would it not be worth considering promoting us to your users as a service available to residents in England?
I would imagine it's good to give your users options, and would like to think our program could fit into your mix somewhere, although it wouldn't make much sense promoting us 'site wide' for the reasons you suggest!
Just a thought anyway...

It is currently under consideration to give non-England residents the option to pay for courses (and give commissions to all affiliates on these additional sales too). If we were to go down this route, what commissions would you seek and would you consider promoting us on that premise?

Darren, is v2l targetting fresh high school graduates or working adults? Or perhaps you can share with me some demographics of the current users of v2l?
Furthermore, the courses are more towards personal development. Will the certificates be recognized by employers in the UK? or only by employers in England?
