Something like 70% of Googles' revenue depends on PPC advertising, yet they admit to having no cogent strategy for dealing with organised click fraud! If I was an investor that would have me spooked.
Excellent article:

"Detection of fraudulent clicks is increasingly difficult to accomplish and the tools fraudsters use to perpetrate their CRIME are becoming more advanced. Click fraud is as much of a problem now as it was back then in the adult market. In both cases we’re dealing with artificial clicks but with different objectives. In adult, it’s for more traffic and there is no revenue involved. In PPC advertising, it’s for your hard-earned dollars and almost $1 billion dollars per year is involved."

It's the advertisers who should be spooked.

Well it makes them money in the short-term. In the longer term it devalues their PPC systems. The more prevelent click fraud becomes the more quickly advertisers will look for alternatives.
I found this other example of a different type of click fraud recently -
http://www[dot]asbestos-mesothelioma[dot]tv - the aim of the site is to generate extremely high-priced clicks that are essentially worthless to the advertisers.

Have spotted a few site's that ask users to click on the google ad's. Had a quick look arround google but couldn't find anything on reporting fraud.
Was having a look through my PPC stuff and noticed a high percentage of "Content" clicks. Good stuff - untill I read this thread. I'v now disabled the PPC stuff so it is costing Google money.
Can I stop ad's being served as "content"?
Yes, it's under "Edit Campaign Settings" - you can disable the ads appearing on Content and Search Partner sites.

Google doesn't even have half decent click fraud protection in my experience.
