    Who is generaly to blame for low conversion rates, merchant or
    affiliate?
    I've had close to 2500 clicks to a merchant in the past 3 or 4
    weeks, but only 16 sales.
    What is usualy the best option when this happens, re-design my
    page or look for another merchant?

    Probably both, 0.6% isn't too bad though, depends on the Order value, rather than looking at conversion you should be concentrating on cost / revenue per click, if you only get 1 sale per 10000 clicks that could be perceived as bad, but id that one sale was for £1500 then that’s a whole new ball game.

    You need to understand your customers, what they are looking for and who you are marketing to, once you have this you can chose the merchants you are promoting. If you are using Google adwords, then you need to be more careful and look at the offers the merchant provides. Just keep an eye on cost per click.
