Potential merchant seeks affiliate advice

Hi all,

I have a friend whos business deals with Women's Healthcare at the site www.womenshealthcaredirect.com and for a while they have been running a couple of PPC campaigns in an attempt to drum up some leads for the site.

They have recently enquired about attempting an affiliate program for this site but I am not sure as the best way that this could be approached. They originally thought that this should run based on commission for a paying signup but I am not convinced and thought that it might work better for leads.

Can anyone offer any opinions on this? Does anybody think they could promote it? Which type of program would work best for this?
