Or anyone have an idea why the Institute Of Chartered Accountants of England and Wales are taking an interest in my site, possibly to do with some compliance policy?

their host name was unallocated.star.net.uk and ISP shows as Institute Of Chartered Accountants

Probably just some form of referrer spam, sometimes you get some rather alarming urls as the referrer because naturally you will want to see what it is if there is a problem.

Just because it is the institute of chartered accountants it does not mean that people promoting them are any more legitimate than those who shove penis extender spam.

I would not worry about it, they certainly have no business at your site that can land you in any trouble.

you don't say whether it appears in your log as the ISP of the person viewing your site - in which case it's probably just someone who should be working that's surfing the net instead !!!, - or whether its shown as the URL from which the click through to your site originated - in which case it would be worth looking at the particular page on their site to see where you appear.
