AdWords appearing on another site?

I have just started a small AdWords campaign and have the settings so ads
only appear "When users search for my keywords on Google"

I noticed a number of clicks coming through from another website
uk.best-price . com
went and had a look and they are displaying my ads.
Anyone know why this is happening when I don't have,

"When users search for my keywords on Google's search partners"
and
"When users visit sites that match my ad on Google's content network"
checked.
I thought the whole ide of those settings was to stop your ads appearing
on other websites!

Maybe they are part of Google's search network

Sorry, didn't fully read your post. If you have both search partners and content deselected then they shouldn't. I'd send an email to Adwords support.

As I have always assumed if you selected both those boxes then your ad's would only appear on Google.
