I haven't worked in this market at all, but from what i`ve read its still going strong, and is expected to continue, with new products coming out in the future as well such as video etc.
So many people have phones and want to customise them that I think its one market that won't dry up. Things may move on, but there will always be a strong interest in products to customise your phone.
It all depends on your marketing strategy...if it's a unique one and not over-flogged then you probbaly have a chance...otherwise with the multitude of ringtone affiliates and the ease with which you can set up a ringtone affiliates website...welll...

I think the main challenge is the 'hidden' cost of something 'free', and i think ringtones tend to play (prey) on the impulse behaviour of the target consumers.
however, i think there are other similar campaigns that you could promote along side, or instead of that are more morally sound and offer a legitimate service to consumers....such as Truphone
has the boat sailed for ring tone affiliates?
