if a glut of sales come through for the same affiliate using the same exclusive code belonging to someone else it is quite obvious that the affiliate in question is bending the rules and action should be taken, in this case the code owner should get the sale.

That’s almost exactly what the Paid On Results Voucher System is doing, well bit more to it than that and took ages to get the system setup to deal with it but hey we deliver what the majority wanted and took the extra time and effort to make sure it could do what Keith is saying, just a pity we can’t get more merchants to be involved because loads think voucher codes are a hot potato right now and are wary of jumping in with two feet.

Is it only restricting use of discount codes that causes this problem?

Pressiesplus show the codes on their site so there's no need to go and rake through sites looking for one.
