Blogs as far as I know are about easy indexing of short or long opinion, you can have an opinion of products, top fives, destination led, holidays, gambling advice or just all and sundry and link to what you're describing.
I don't understand what the problem could be, a blog is just another website, well a web log.
As long as someone reads it or whether you just do it to get things out of your system, if you can make money through them as well, as invariably people do - I myself have been told I should do a proper blog as there's loads of money it if you get the readership - as with anything.
And as for web 2.0, I aint too savvy with all this tech stuff, you mean people are just adding a bit of detergent to their website and that warrants the web being renamed 2.0?

That's very debatable. Blogs could be called Web 2.0 (and often are) but they've been around for a long time in their current form - I was using blog software back in 1999/2000.
They are another form of publishing and can certainly be used to make money - it's nothing "new".
In other words the answer to your question is "Yes".
