This is something we're aspiring to but requires a few technology upgrades and more sophisticated data analysis. We are well under way with an analytics package which will be offered free to both affiliates and merchants which should go some way to helping us achieve our goal.
The thinking behind this is to give greater transparency to all parties which will include significantly more detailed reports for affiliates.
When 3rd party analytics packages or local cookies/conditional tagging are used to de-dupe, the visibility we can provide will be strictly limited but we have a plan for this as well. Watch this space.

I agree with what you say in your original question, but ...
I am going to flip this one on it's head & enquire whether you or any other agency / outsourced management company (OMC) practise what they advocate/preach.
Say your company had a client, existing or a prospective new one that had or wants a ppc brand bidding group whether it be one affiliate or several.
What would be your stance then with that merchant / client?
Which one would receive preferential treatment ... substance & principle Vs maintaining / retaining client acquisition.
Is the latter the so called new era you wish to adopt & embrace
You know and I know which networks are the worst culprits on BBG's for example, but do you tell them that publically or privately to change.
To have a quandary or not a quandary, that is the question.
