Why can't all networks pay commissions within 28 days

Yeah but worldpay are a joke, most professional merchants wouldn't use them, they'd use a gateway and streamline and have the funds the next working day.

I haven't used world pay, though I did look into them many years ago. We use a merchant service from the bank, which is pretty fast.
