Merchants are offered a drop down list of rejection reasons which include those you've listed and a few others. This drop down has been determined by AWIN not the merchant. Perhaps different people are managing the different parts of the Vodafone business and so giving different reasons from the drop down?
You can submit a message with your application to merchants though so maybe keep sending those so that you can highlight to the Account / affiliate manager that you used to work with them before?
