Why worry about this, if the programme is good, the flat fee will be reasonable.
Let's just say, for argument's sake, your average order value is £200, and the offering is £4. This works out the same as 2%. I agree, the %age is fairest, but that still takes some merchants back to the travel agent mentality. Stupid I know, but that's how they think.
What really matters is that the merchant is serious about the programme, and prepared to commit to it. If you can initially send them x bookings, and then raise it to 2x, then they should be prepared to offer higher rates - but again, if £4 went to £5, and 2% went to 2.5%, the result would still be the same.
