I've been watching domains and internet usage for a long time and for me, the most exciting development has been online video. You only need to look at some of the big video serving sites now to know that online television is where it's going.
So with this in mind, I can't understand why .TV domains have not grown quicker for affiliates, online advertising and SEO. There are some great .TV/onlineTV sites out there so it seems to make sense that these would follow from a domain usage and affiliate perspective.

I have a few .tv's, and they do fine as far as I can tell, i've had some toy posts go to google page one in 3 days where there was a youtube video I created embedded in the post.

I don't think anyone can seriously claim that .tv is going to replace .com and country code domains as favourites and it may be worth a fraction of those but it's far from worthless imho. It can be a catchy top level domain for keyword specific names and publishing / promoting video content.
As pointed out, the domain is not a generic. It's Tuvalu's two letter country code, no matter how any other significance may be implied in the promotion by the lease holders.
The tld best appeals to keywords where video footage is central (cars, holidays etc) or a lot of information may need to be imparted and video is ideal. You could also use it with words that play on the .tv domain with cable, digital, satellite, subscription etc. regged already and the GM.TV URL thrust onto ITV screens each morning.
Is it going to rank? With similar content and links for keyword /dot/ com and keyword /dot/ tv then I'd put my bets on the dot com any day of the week. The dot tv should be indexed and generate traffic and may well do okay for some longtail phrases - only if it has decent content and a few quality links to it though. Consequently, what it may do is allow you a few niche angles into a wider sector where you have a neat looking name at your disposal. It won't perform search miracles and get you ranking on a competitive term if you just throw up a thin site on a brand new domain name.
Fees for name renewals will normally be at least £10pa more than a .com or .uk - I think I paid $22 for our most recent 1yr registration. Amassing too many undeveloped ones may prove costly in maintenance. Remember that the registry and all operations are outside the EU so as an exercise in risk management it would be prudent to have similar names under different TLDs as part of your portfolio of sites.
I'm a fan of trying out all kinds of top level domains to create meaningful URLs and yes there are still loads of keyword rich .tv names up for grabs and waiting for sites; just don't put all your eggs in one basket!
