Affiliate discount voucher site PPCing merchant brands/product and offering vouchers in return for email addresses only to provide "sponsored" listings from adsense.

If it is a slow redirect and it sets a cookie the is this not a 'forced' click?
Not sure on the scenario here but you could really apply the 'Forced click' rule to just about anything in reality. After all could not 'Direct to Merchant' (regardless of D2M being allowed or not) be defined as a 'Forced Click' either? Of course not, you had not forced the customer to click the Adwards ad. My opinion is if you advertise a product or Comapany, provided the landing page is relivent to the adwords advert (and vice versa) which attracted the user to your site without misleading the customer, then why would this be any different. Apply common sense to it at the end of the day.
Don't know what you're actually trying to say? Its not about common sense its about affiliates leveraging email addresses and getting their cookie dropped at the same time. You click on ppc ad "discount vouchers for xxx website - you are asked for your email address to get to the page with the vouchers. The page doesnt have vouchers. Just adsense ads. That to me is not good practice.
I see. As Mogga says report it to Adwords as Data collection sites are not allowed.
Aslong as in most cases the experience works then google is happy, they have no issue in collecting email data.
