I don't know of the commercial terms to the affiliate campaign so I can't say whether this is good or bad. It's something that the affiliate managers at the client and/or network need to be aware of and ensure the campaign complies with the Ethical Marketing Charter.

Reading through the Charter, as long as the campaign is transparent about what is monetised, then they are being compliant with it. So if you're pre-warned that the campaign does not include commission for off-site referred sales then they technically tick all the boxes required to be an ethical merchant. In which case the affiliates' options are to kick up a fuss and get it changed or to vote with your affiliate links.
There are other solutions of course; for example, dgm used to have MobileShop.com, who used to act as an affiliate to other merchants online but ran their affiliate campaign - any affiliate traffic that they referred on to their clients and which generated commission would be passed back in the same way that a cashback site gives money to their members.
Slightly less satisfactory is that the client could also price in the extra conversions they receive to their commissions on the affiliate campaign - i.e. 15% of revenue is generated off-site so give a 15% increase in commission. Sky is one campaign which used to do this because of their leakage from online to phone sales.
Certainly worth discussing at the next IAB meeting; does the client outline in their Ts&Cs their policy on off-site referrals?
