Your link didn't work, but I do know of an act that has just gone thru senate. I don't know if it was the same one you were referring to as it has an even more stupid name: -

The `Securely Protect Yourself Against Cyber Trespass Act' or the `SPY ACT'.

Its actually dated mid last year, but I've read some blogs that say it hs just been passed.
