As I understand it most betting programs pay a one off commision on any real, active account

Do any offer commision on the lifetime of the account? i.e. a percentage of each bet or deposit made?

Just wondering what would happen if I was to refer a user who then placed a bet but already held an active account with a bookmaker - would I get a cut of that bet or would i get zilch? (as they are already a member)
