I am a Bingo comparison site with most of the relationships being "Revenue Share" deals.

I have had a very big win right at the beginning of the month with one provider. This puts me in a negative position for "Net Revenue" and subsequently I will earn no money until this is turned into a positive. It is unlikely I will turn this into a positive...

Would I be better off promoting other sites instead of this one or is this a little shortsighted of me?

It all depends. If you think that it will turn into a positive eventually then you might as well not actively promote it but leave it on your site. You never know, you might get a big player that turns it into a positive. But when that happens to me I tend to take it off the prime positions and I usually give preference to those sites that have no negative carryover wherever possible.
