Bush urged to freeze ban on online gambling

Lawmakers and lobbyists were urging the White House on Monday to freeze the implementation of proposed regulations prohibiting online gambling after the banking industry said the rules were ambiguous and unworkable.

Barney Frank, the Democratic chairman of the House financial services committee, said he was “deeply disappointed” that the Bush administration was moving forward with so-called midnight rulemaking that would burden the financial industry at a time of economic crisis and tie the hands of Barack Obama, the incoming president.

The new rules, which were proposed following the 2006 passage of the Unlawful Internet Gambling Enforcement Act, would require financial companies with designated payments systems to have procedures in place to prevent payments being made to illegal gambling businesses. According to the US Treasury, illegal gambling consists of any bet or wager involving the internet that is illegal in the state in which the bet is made.

Banking groups have expressed deep concern over the proposed rules because they would force banks to reconcile conflicting state and federal rules on online gambling. The Financial Services Roundtable, among others, complained that regulations expanded the role of financial institutions into law enforcement agencies.

The US Treasury said on Monday it was working with the Federal Reserve to complete the regulations as directed by Congress.

Mr Frank also sought the intervention of Ben Bernanke, the Fed chairman, who shares the responsibility of implementing the new rules with the White House.

Pointing to the Fed’s own criticism of the rules, stated in a hearing last year, Mr Frank said: “I strongly urge you not to burden the new administration with administering a statute which cannot be carried out.”

The White House has also come under fire because a former lobbyist who now works in the White House is allegedly playing a key role in pushing for the regulations. In a letter to the White House counsel, Congressman Steve Cohen of Tennessee asked whether Bill Wichterman, a former lobbyist for the National Football League who advocated the antigambling law in 2006, had recused himself from involvement in the issue.

Without identifying a source, Mr Cohen said it had been “suggested” to him Mr Wichterman had been “a source of considerable pressure to speed this regulation through to finalisation”.

Mr Wichterman enlisted the support of the Christian right to help drum up opposition to a proposal that would have reversed the sweeping prohibitions on online gambling.

Bush will not block this.

Politics comes into play.

Congress passed a piece of legislation. Bush will rubber stamp it or fail to ratify leaving it for Obama to ratify.

Either way it will not be reversed. Amended perhaps. Reversed no.

If this looks like getting the green light then surely some of the online poker and gambling sites share prices such as Party Poker currently 115p (down 57% this year alone) have to be worth a punt.

Who knows, to be honest i guess it depends one which companies the US let in, the probability is that they will start with there current slots providers for there online "legal" casinos like IGT, for instance.

I am wondering if the reason microgaming pulled out of the US was to go public in the UK? any thoughts? It would make sense, personally i find it a bit of a cop out and a fass when companies go public, if that is right its a bit wierd, microgaming take US Bets for the past two years and now decide to pull out and go public...for money? or something else?... Its a bit like a bank robber joining the police for the police pension lol
