Is it possible for an affiliate to run a ppc campaign on google or yahoo?

I tried but all my gambling keywords have been removed.

It seems that only the merchant himself can run such campaigns.

Is that the case, and if so, how do you get traffic for gambling programs?

You can't advertise gambling on Google, some seem to get around it for a while, but in general you can't.
