Important information to VAT registered publishers.
Since 2003, Commission Junction has been a subsidiary of ValueClick, Inc. Until recently Commission Junction U.S. oversaw all worldwide accounts. We are now migrating ownership of all publishers in the Commission Junction ("CJ") Network who have identified themselves as being based in United Kingdom (having a physical address in United Kingdom) to ValueClick Europe. These accounts will legally report to ValueClick Europe, Cambridge House, 180 Upper Richmond Road, London, SW15 2SH, United Kingdom, and will be required to operate under the ValueClick Europe Publisher Service Agreement ("PSA-Europe"). This means that you can still continue to operate as you have been within the CJ Marketplace, however your account will now legally report to ValueClick Europe, instead of the Commission Junction U.S. office. Further, your activities must comply with the PSA-Europe.
The PSA-Europe has a few structural and fundamental changes from the U.S. version of the PSA-US due to localisation and legal requirements. One of the changes includes the collection and payment of Value Added Taxes (VAT) pursuant to European Union law. In this regard, please ensure that your account information remains updated with your VAT number.
Pursuant to Section 7 of the PSA-US, Commission Junction is providing you with 14-days notice of these modifications and the assignment of your publisher account to ValueClick Europe. Your continued use of the CJ Marketplace and your publisher account after October 1st, 2005 will be deemed as your acceptance of the PSA-Europe and you will be legally bound by its terms. You have the right to terminate your relationship with Commission Junction in the event that you do not agree to the PSA-Europe.
You are advised to read and compare the actual text of the PSA-US and PSA-Europe agreements, and to seek independent legal advice and counsel if you require interpretation of any or all of the provisions of the PSA-Europe, and to assist, if necessary, in determining whether to end your relationship with Commission Junction prior to the end of the notice period. I think so - I'm guessing it means that we will now get VAT added to our payments which makes life much simpler for those of us who are VAT registered

Will we get a payment on the 30th September from the US and then all future payments from Europe?

I'm already a member of valueclick & get some income from banner clicks. They send me (by post) a printed invoice (with VAT). Will CJ payments now be the same? Hope so as I've been quite worried about how the current CJ payments would be be viewed in a VAT inspection.
In the email detailed above there is a click 'here' to access the new agreement. If I click on it from the email sent to me I get page not found. Does anyone have the correct address to see the new PSA-Europe agreement?

So if a merchant is paying 10%, will our payments be 10% + VAT, or will the 10% include the VAT.
If it's 10% + VAT I can see some US merchants not accepting UK affiliates, as they would then effectively be paying 11.75% commission.

Since payment is made the month after transactions does this mean that VAT will be added to October's payment or will it start from November's payment?![]()
Just noticed this and I give CJ a call on Tuesday if no one knows the answer to this, but you never know someone might have asked already.
I am VAT registered but I am being paid in USD just now, on 1st October will my account be changed to UK Pounds as well?
If it is not, can it be changed as I think it be easier to work the account in UKP now that CJ are paying VAT, before it didn't really matter to me. Or will they issue a VAT invoice showing the converted US to UK amount with the VAT added when you see the UK amount?
Just trying to work out how they going to give a UK company invoice for USD to a UK company and show the VAT correctly so the Customs and Revenue will be happy with it, so that kind of makes me think they going to have to get you to change to UK Pounds or give you an invoice that shows it in UK pounds.

I'd also like to have the account changed over to UKP if VAT is going to be paid.
