    The cookie period on TD is 30 days & on CJ only 2 says, also the higher rate commission is lower on CJ. Shouldn't the merchant ensure it's the same on both networks.

    Nope - they can do what they like. I would say it's down to the network to make sure their clients have got the most competitive offering.
