You will be hard pushed to find hosting for FREE with those specifics escpecially the editable php.ini.

Most servers these days have this locked down for security purposes.

Can i ask why you are needing the php.ini to be editable?

On paid hosting you might surely get this options..

I dont feel free hosting will allow you so much freedom.

i need to make a website which has a product feed, so basically i am making an affiliated website and others said that i will need an editable php.ini

If you are serious about earning money then you should purchase some hosting, it's not expensive. That way you can use datafeeds and probably won't need an editable php.ini (although that does depend on the hosting setup)

I don't know of any free webspace that you would be able to use datafeeds on.
