Does anyone know the issue with sportsbook commission and VAT?

As a member of the William Hill independant affiliate program you open a William Hill sportsbook account and your commissions are paid into that. You then withdraw your money just like any other punter. There is no provision for charging VAT, although bet365 do have this provision because you raise an invoice first with them.

Does this mean that WH are zero rated for VAT? Do I still have to account for the VAT part of the income?
