Yes. As of July 1, 2003, all AdWords accounts with European Union (EU) billing addresses became subject to Value Added Tax (VAT) charges. In addition, as of January 22, 2004, all EU advertisers moved from being an advertiser with Google Inc. (United States headquarters) to being serviced and billed by Google Ireland Ltd (EU).
My Google adwords are with Google.com, and charged in US$ from Google headquarters, Palo Alto. It still says this on my cc bill - not Google in Dublin.
They have my VAT number, and I don't pay VAT on my account.
I am therefore assuming that this does NOT count as something to be declared in box 9 on a VAT return.
