As far as I know you cannot reclaim Irish VAT (21%) from the UK authorities.
You should not be paying VAT to Google. You will need to give Google your VAT registration number and they will then stop charging you VAT.

I have tried asking HMSE this, but so far they are challenged by the question. Simply, can you reclaim the Irish VAT charged in the 6 months prior to registration as you apparently can re Overture as the latter is uk based?
Google have already agreed to refund VAT charged since my registration at the beginning of February.

Aye soon as you pop your vat number in there it will stop charging you..
The refund could take 3-6 weeks to hit your bank account.

I'm not VAT registered but does this mean I have to self caculate and they oh me the difference between 21% and 17.5% as Im based in the UK (england),
And advice please ? How do I prove for rebate as I dont have a VAT number ?

Hello from the Google AdWords Team:
Google Ireland Limited recently received clarification from the Irish Revenue Commissioners regarding the self-assessment of Value Added Tax (VAT) by European Union (EU) AdWords advertisers. All VAT billing for EU advertisers is subject to Irish VAT law, as Google's European Headquarters are based in Ireland. Qualifying advertisers may now self-assess VAT at their EU Member State's applicable rate, and file for a refund of past VAT charged by Google Ireland Ltd. (all refunds will be issued by Google Ireland Ltd., and not the Irish tax authorities). To be eligible to self-assess VAT at your Member State's local rate, the following statements must both be true:
Your business address is within the EU, but outside Ireland.
You advertise with AdWords for business purposes.
What is changing
EU VAT legislation states that unless you are using AdWords for business purposes we must charge you VAT at the rate of the country in which we are established (Ireland). Previously, we have required that advertisers supply a valid VAT number in order to self-assess VAT at their EU Member State's applicable rate.
As of June 1, 2005, advertisers may declare they use AdWords for business purposes, and self-assess VAT due on AdWords services. Where possible you should supply a valid VAT number; however this is not obligatory in order to self-assess VAT due on AdWords services.
How this will affect you
If you are using AdWords for business purposes, and your business address is located in the EU (but outside Ireland), Google will no longer apply Irish VAT to your account. You should now self-assess to ensure that you pay VAT at the local rate of the member state in which your business address is located. Although it is not obligatory, entering your VAT number in your AdWords account provides adequate proof that you are advertising for business purposes.
What you should do
If you believe that you are eligible for a VAT refund, please update your VAT information on the 'Billing Preferences' page (within the 'My Account' tab) in your AdWords account. We strongly encourage you to enter your VAT number so it may be included with your AdWords bills. After you submit the required information, we will review your account and contact you regarding your eligibility. We appreciate your patience while we work to process refunds.
If you are eligible for a refund of VAT charged by Google, please do not seek a refund directly from the Irish Revenue Commissioners via an Eight Directive reclaim. Any refund due will be dealt with by Google, and a refund check will be mailed to the business address listed in your account.

If you are not VAT registered - you have to pay VAT at 21%.
If you are VAT registered they will 'waive' the VAT on your account.
charlton - If you have become VAT registered and have forgot to put your VAT number in or you have had to backdate you VAT registration - you can claim the VAT back at 21% to the point of your registration date (not 6 months before).
I have recently finished the paper work to claim the VAT back on my account back to april - just printed off my invoices and sent a copy of my VAT certificate. I am still waiting to hear back from the at this moment.

I have been getting an accountant to check to see if I should registered for VAT.
With regards Google and there new Self assessing VAT. This is the reply. It may be of help to people.
"If you self assessed your VAT you wouldn't have to pay VAT at all given the reason for this as 'you will be treated as both the supplier and recipient of the service'. The Inland Revenue have confirmed that this means you would have to take the value of the google bills and add them onto your turnover for the year (effectivley meaning that you will pay 22% income tax on them, plus possibly class 4 NIC)"

I am still waiting for google to repay my VAT at this point. I have been to see my accountant today and am none less the wiser about anything.
The term - 'tax doesn't have to be taxing' is a ****in farce......
Running a business is great, but actually working out any of this tax **** needs a degree in... well I'm not sure but I certainly don't understand any of it.
The only thing I understand is that I have a really big tax bill to settle! (40% of income!) Still I've only been doing this for 1 1/2 years - kinda just fell into earning loads (well what I call loads - beats washing dishes or carrying boxes! for £4.80 an hour anyway) - Anyway I spent a few years on the dole claiming all the benefits eg housing, council tax, income and travel - I guess its my turn to put a bit back into the system! for those who can't make money out of 'the capitalist system'
So we are both in the same boat on this one. I got the approval 5 weeks ago, but nothing has arrived yet. The girl that is dealing with it in Ireland is not back at work until the 28th August!Originally Posted by Barry

I'm also confused over this issue. I am VAT registered in the UK and notice that Google are no longer charging me any VAT on my bills, which is great. But is that the end of it? Do I simply not pay VAT in this case, or should I still be paying VAT to the Inland Revenue here in the UK at 17.5% (I'm not clear on what self assessing actually means)
