Business account - it's an expense.
I have 2 current accounts. My normal personal account and the one I use to put all my website expenses and affiliate cheques through (my business account so to speak).
I'm just registering with the HMR&C as a self employed peep and setting up a direct debit for the class 2 NI contributions.
Question..
Should I set up the debit from my personal account or the business account.
ie: Is it classed as an expense?
Business account - it's an expense.

If I were you I'd set it from my business account, otherwise the tax people may ask to see the 'personal account' details at a later date.
As far as I know you cannot count your tax spending as a business outgoing.

On my income/outgoings records I'm keeping, do I record the NI payments as an outgoing?
Your NI contributions - as has already been mentioned - are not regarded as a 'business expense' for tax purposes. Consequently, it doesn't make much difference where they are paid from
