Are you landlord or tenant?
VAT can only be charged on rent if the landlord is VAT registered and an "option to tax" is in force on the property.

This is selling advertising space. You charge VAT only if you are VAT registered. You need to register for VAT if your taxable supplies (includes commissions, advertising, sales and Google Adwords costs) exceed £64k in the last 12 months ( see my articles at VAT | Business tips from High Royd Business Services Limited and VAT on Adwords Expenditure ).
