25 million records is the whole number of dwellings in the in England and Wales, only 14 million of them are home-owners, and then cross referencing it with the BT’s 23% of the market would mean.
You had 5,750,000 contactable (by phone) records, with 3,200,000 home-owners.
Contact costs would out-way any profit, even if the data was free, and legal.
