Accepting the various issues surrounding pay day leads in terms of the high rejection rate lead generators have experienced, are there any suggestions on effective sources of pay day leads?

By effective I mean whereby the merchant has agreed an acceptable criteria/reject rate with the supplier due to the leads being good enough quality to therefore build a decent relationship. Also any comments on whether deals are CPL or on pay out?
