i want to have Affiliate Networks or CPA Networks for Germany or having German affiliate programs.

You could check out Affili.net, Zanox and Tradedoubler Germany.

Beware that one or two German networks are known for working with spyware, something we gladly rooted out of the UK many years ago, so I personally stay clear of those networks.

belboon pays out 3 times monthly and in the currency in which the program is set up - so for example US programs are paid out in USD and German in Euros.
