I have searched high and low and cannot find what i am looking for.

I need an affiliate program that:

-Serves banners and or text links no adsense.

-Preferably pay per click rather than products.

-Preferably easy sign up

-Has a tiered referral program

I would greatly appreciate any suggestions.

The service should be something like commission junction except with tiered programs and less exclusive . . .
