    Easily. Go to any free blogger service like Wordpress.com, Blogger.com, Blog.com, Posterous.com and crate a siple website. It will have a subdomain, but you will need to invest a little into the domai. Namecheap.com sometimes sell domains for 2 dollars, but you need to look for such promotions.
