  Search partners vs Content sites

I ran a search the other day for a phrase I had in an advert, principally to see if someone had borrowed a discount code. What I did find however was that my ad had been displaying on:

Bizrate.co.uk and NexTag.co.uk

My ad was selected to only display on Google and it's search partners, not content sites, so I was quite surprised as I would have put the above sites more in the Adsense content category than true search partners.

Is anyone else surprised or am I just slow to pick up on this?
