The IP address doesn't matter a damn. Google doesn't care what the IP is*, it does not assume that the same IP means a fraternal mirror.

I've got 2 domains one of which is first page, along with a secondary page. It's on a shared hosting package (same ip).
I think I can get another domain from the same shared hosting package onto the same first page, is this possible if the 2 domains are on a shared host as I know Google only allows 2 from any 1 domain?

Yes, it does. But I think you can over-ride that in Google's webmaster tools these days.
I'll expand a little bit on my previous post: down at the budget level of hosting, your web site is probably on a server with thousands.. or perhaps tens of thousands.. of other web sites, all sharing the same IP address.
Think of all those little sites you sometimes visit, perhaps to find a small business or something.. you know, the ones who have a four page web site that looks like it was designed in 1997.. but it still tells you where they are, what they sell and how you can find them. These are low-traffic sites, but when viewed collectively are hugely valuable. Penalising them because they are on a shared server would seriously impact the usefulness of their index.
