Just wondering about what happens when a prospective client meets with an SEO. What sort of objectives tend to get defined? What sorts of proposals are offered? Can these be mostly categorised by need and solution, or are they pretty much all unique?

It depends on what the client needs...
Well I have been in my fair share of meetings with SEO companies where I was an employee of the client. We tended to discuss what areas of our site we wished to get traffic to which meant narrowing down a list of top keywords for which we would like to achieve higher rankings for.
Then we talked about the current situation with the site with regards to site architecture including the actual code (whether it was clean and valid), internal organisation and linking, the quality of the written content.
Then we would discuss how they would be able to help us whether in the form of cleaning up the site or link building for us via sponsored content, social media where applicable, link bait etc.
Then they would go away and draw up a proposal including time frames, costs and service level agreements. Then we would meet with them again to discuss this and negotiate certain points such as the renumeration method (we like to work on a performance base and many would eventually agree to this if you pressured them enough).
