I dont think there is a pre determined trigger, i think Google looks at a range of facts and figures:
- Quality of site (great content, low bounce rate, well worn navigation paths that are easy to follow with breadcrumbs to help people get back when they need to)
- Existance of: about us | contact us | customer support | privacy | accessibility | disability | diversity | careers
- An proper reg address somewhere (Helps with free add's/directory type sites who want to add you, and they will want to add you because your the authority site... right!)
- Forum, Blog, Community features that are well used and frequently updated.
- Quality of links (no ffa sites/ plenty of charity, council, authority stuff) also helps to get disability websites to link to your disability page and diversity/community integration sites to link to your diversity page etc etc.
- Registering the domain for 5+ years
- Website size (must be larger than the competition)
- Seo (Title/Meta key,des & H1, H2, H3, P, Li tags where they should be)
- Plenty of Pictures with alt tag, Google maps, Downloadable maps, Product guides, Manuals, PDF's etc etc.
Once you have the quality and your site starts looking like an official info source then bang them links in! Google will think your a council/official site and treat accordingly :drool
