Internal link structure is more useful to help establish the relevancy of given pages for certain phrases, but first I would recommend keyword research to establish the traffic and competition for each relevant phrases.
I've noticed a site can sometimes get good PR just by having a good internal link structure. What are your recommendations for internal link structure so that you get maximum PR boost?

Hmm, im not totally sure that the PR comes directly and soley from the internal linking structure itself.
You can get in a spiders good books by providing good keyword rich anchor text in embedded links that point to deeper pages within your website that have related content. This requires both pages to be fully optimised around a specific topic and the landing page from the link to be optimised for the same specific keyword that has been used as the anchor.
This a simply good SEO practive. Page Rank however works on the 'vote' principle and therefore links need to come from other websites.
